Pet shelters are not allowed to begin collecting animals before they are issued a decision on meeting the requirements. Such decisions are issued by the Ministry of Agriculture (Protection and Welfare of Animals Act, Article 50, Paragraph 2).

Hygienic services (so-called pounds) have been banned since 01.01.2009. (Protection and Welfare of Animals Act, Article 70).
After the aforementioned date, they are prohibited from collecting stray dogs if they have not built an animal shelter (according to Article 56 of the said Act).
The function of a hygienic service is collecting animal carcasses and transporting them to rendering plants.
Animal shelters may be licenced only by the Ministry of Agriculture, which also keeps a Record of approved animal shelters.

A shelter is obliged to SEARCH FOR the owner of an abandoned or lost animal or ATTEMPT TO rehome it (Protection and Welfare of Animals Act, Article 57, Paragraph 6).
